Biddeford Now Advances to the State House

After the City Council voted to send a resolution to lawmakers asking for action, the effort to bring a racino to Biddeford now advances to the State House. State laws would have to be revised before the gaming complex could be built, although voters approved the idea back in November.

On the legislature, the resolution approved last night calls to take up the issue. The proposal would go to a citizens’ referendum, if it does not due to a successful petition drive last month.

To clear the way for a $125 million racino, City leaders in Biddeford want Maine lawmakers to amend state law. Allowing the Biddeford Downs plan to go forward without requiring a statewide referendum, the Portland Press Herald reports that city councilors voted 6-3 on a resolution urging the Legislature to make statutory amendments.

Biddeford voters signed off on the plan in November and supporters of the plan filed petitions containing more than 76,000 signatures last month. A majority of city leaders and voters in Biddeford support the racino. Oxford County casino plan approved by Maine voters is an obstacle that bars other gambling operations within 100 miles of an Oxford casino.

The deadline for a community to approve the racino was at the end of 2003, when the 2003 statewide referendum allowing racinos in Maine passed. Extension of the deadline is needed.

Asking the legislature to support the changes, Emerson said he opposed the resolution because he said that their state is a referendum state. He said that the proposed changes should go on the November ballot and gambling-related issues have always gone to the people.

City Council President Bob Mills does not agree with a statewide approval for city projects. He said that a clear message would be sent by the resolution that the majority of residents and the council voted for Biddeford Downs.

A former state representative, Mayor Joanne Twomey said that a City Council’s resolution carries weight in the state capitol. She said that because revenue and jobs for Biddeford residents are desperately needed, she favored the racino.

Scarborough Downs owner Sharon Terry said she was hopeful that the legislature will make the change in the law around distance to allow the project to move forward and she was pleased to see the continued support of the City Council.

Reportedly, between $100 and $25,000, chips were stolen and because of the high value of the chips, figures in the powerful Las Vegas casino industry speculated the thief would have trouble profiting from the robbery without revealing himself.

According to the Associated Press, police say that before being arrested Carleo allegedly returned to the scene of the heist several times. He was arrested in the heist after meeting with undercover officers allegedly to sell the stolen chips. Police initially discovered narcotics and charged him with drug trafficking but later dropped the charge.

According to public records, Carleo is the son of Las Vegas Municipal Court Judge George Assad. Authorities searched Carleo girlfriend’s apartment after arresting Carleo. Court papers said that they found 16 cranberries in her bedroom.

Carleo lost at least $107,000 at the casino and he is suspected of robbing $72,000 on New Year’s eve alone, court documents show that between the heist and Jan. 22. Court papers said that Bellagio provided him with free meals and hotel rooms for a number of days, as he blew so much cash. Court papers said he had no apparent source of income, although it is unclear whether Carleo used any stolen chips or exchanged them for cash.
